How per-conversation billing works

A conversation is a 24-hour session between your business and one customer. The price of that session depends on how it starts and what category the business-initiated message carries.

  • A business-initiated template send opens a conversation billed by the template's category
  • A user message opens a service conversation, which is free inside the 24-hour window
  • The 24-hour window resets with every incoming customer message
  • Sending a template inside an open service window re-bills that conversation by the template's category
  • Since November 2024 the price per category depends on the destination country

The four conversation categories

Each category has its own rules and its own rate. Choosing the right category is the cheapest optimisation you can make.

Marketing

Promotional content: offers, launches, announcements. Highest rate. Requires opt-in and opt-out. Entry-point conversations from ads and Click to WhatsApp are billed as marketing by default.

Utility

Transactional content: order confirmations, delivery updates, appointment reminders, account changes. Low rate. The default choice for operational messages.

Authentication

One-time passwords and login codes. The cheapest category. No opt-out needed because the user asked for the code.

Service

Customer-initiated conversations and replies inside the 24-hour window. Free. Service notifications tied to an active customer session stay free.

Country rate tiers

Meta groups countries into rate tiers and publishes the exact per-conversation price for each category and country. GCC countries and the United States sit in the higher tiers; India is among the lowest-cost destinations. The tier affects every conversation you send to that country, so the same campaign costs different amounts by region. The 24-hour window and the free entry point

The cheapest conversation is the one the customer starts. When a customer messages you, a service conversation opens and everything you reply inside 24 hours is free. That is the free entry point: keep the window open by answering promptly, and move order updates, delivery notes, and appointment confirmations into utility templates only when the window has closed.

How to keep fees low

Most WhatsApp bills are category mistakes, not volume problems.
