The billing unit is the conversation
Since November 2024, Meta charges per conversation: a 24-hour session between your business and one customer. The price of the session depends on which category opened it — not on how many messages you send inside it.
- One customer, one 24-hour session = one conversation
- The opening message decides the category
- Messages inside the session do not multiply the bill
- A customer message resets the 24-hour window

The four categories and US rates
US rates give a clean picture of the relative costs. Rates differ by destination country, but the hierarchy holds everywhere.
- Marketing: $0.025 per conversation in the US — offers, launches, announcements
- Utility: $0.004 per conversation — order updates, reminders, account changes
- Authentication: $0.004 per conversation — one-time passwords and login codes
- Service: free — customer-initiated conversations inside the 24-hour window

What makes a conversation marketing
Category follows purpose, not effort. A reminder with a promotional line is a marketing conversation — and bills at the marketing rate.
- Promotional content of any kind moves the conversation to marketing
- Entry-point ads bill as marketing by default
- Keep reminders and updates purely factual to stay in utility
- Category mistakes are the most common billing error

The 24-hour window and the free path
When a customer messages you, a service conversation opens and replies are free for 24 hours. Answer promptly, do the transactional work in the window, and only use templates when the window closes.
- Every customer message resets the window
- Free-form replies are free inside the window
- A template inside the window re-bills the conversation by its category
- The window is the cheapest customer service tool you own

Country tiers change everything
The same message costs different amounts by destination. The US sits in a higher tier; India is among the lowest-cost destinations. Segment campaigns by country and check current rates before large sends.
