What Is a WhatsApp Conversation (for Billing)?

What a conversation is on the WhatsApp Business Platform, and why billing changed to conversations.

The short answer A WhatsApp conversation is a 24-hour session between your business and one customer, and since November 2024 it is the unit Meta bills. Each conversation is billed by category — marketing, utility, authentication, or service — based on how it opened. Service conversations are free; the bill only starts when a template sends.

Two things can open a conversation, and the opener decides the category.

What changed in November 2024

Before November 2024, Meta billed per message, and rates varied by message count. Since then, billing is per conversation: one charge per 24-hour session, per category, per destination country. Fewer, better messages cost less — which is exactly what Meta wanted.

Each category has a rate and a rule set.

Marketing: offers and promotions, $0.025 in the US, needs opt-in and opt-out
Utility: transactional updates, $0.004 in the US
Authentication: one-time codes, $0.004 in the US
Service: customer-initiated, free inside the window
