WhatsApp Conversation Fees: How Meta Billing Works

What Meta charges per conversation, what stays free, and how to keep the bill low.

The short answer WhatsApp conversation fees are Meta's per-conversation charges for business-initiated messages, in place since November 2024. US rates are $0.025 for marketing, $0.004 for utility, and $0.004 for authentication; service conversations inside the 24-hour window are free. Rates vary by destination country, and providers like Wutt may add markup — Wutt adds none.

For conversations with customers in the United States:

How the bill is built

Your Meta bill is the sum of every conversation, by category and country.

  • Each template send opens one billable conversation
  • The destination country sets the rate for that conversation
  • Entry-point conversations from ads bill as marketing by default
  • Replies and free-form messages inside the window add nothing

Country tiers matter

Meta groups countries into tiers. GCC countries and the US are in higher tiers; India is among the lowest-cost destinations. The same campaign costs different amounts per region — check the rate per country before scaling a campaign.

  • Rate tiers apply per destination country, not per sender
  • High-tier countries cost the most per conversation
  • Meta publishes the full per-country list on its pricing page
  • The calculator on Wutt applies the current rates to your volumes

How to keep fees low

Most WhatsApp bills are category mistakes, not volume problems.

  • Answer inside the 24-hour window: service is free
  • Use utility templates for transactional messages, not marketing
  • Use authentication templates for every OTP flow
  • Reserve marketing for real opt-in campaigns and batch them
  • Track conversation volume per country before scaling

Provider markup: where bills inflate

Many providers add a markup on Meta's per-conversation fee. Wutt does not: you pay the plan (from $11/mo, $1 trial) and Meta's fee as billed, with zero markup. The plan tiers are $11/$99/$299 — the Meta fee is the same regardless of tier.

  • Wutt adds zero markup to Meta fees
  • Plans run $11/$99/$299 with a $1 trial
  • The Meta fee is identical across plan tiers
