What the limits actually are
Meta applies per-number sending limits that scale with business verification, number age, and quality. New numbers start with little headroom; verified, aged numbers with green quality get far more.
- Hard ceilings exist but are not published as fixed universal numbers
- Business verification raises the ceiling
- Number age and history build headroom
- Quality is the moving variable that tightens or loosens everything

The quality rating system
Every number carries a quality rating — green, yellow, or red — visible in Meta Business Manager.
- Green: normal sending, keep the current practices
- Yellow: sending reduced; review opt-in and recent volume
- Red: sending restricted or paused until quality recovers
- Rating follows reports, opt-outs, and spam signals

Growing a new number
A new number is like a new credit file: there is no history, so there is no headroom.
- Start with service messages and replies, not broadcasts
- Grow business-initiated volume gradually over weeks
- Send to engaged, opted-in contacts first
- Spread sends instead of bursting a campaign in one hour

What trips the limits
The triggers are predictable and mostly voluntary.
- Broadcasts to lists without opt-in
- High volume to cold contacts who never replied
- Identical bulk text with links
- Ignoring STOP replies and re-adding opted-out contacts
- Bursts of volume from a young number

Operating inside the limits
The limit is a dial, not a wall: good behavior turns it up.
- Watch the quality rating weekly
- Reduce volume the moment yellow appears
- Fix the cause — usually list quality — before resuming
- Verify the business to raise the ceiling
- Keep opt-in evidence so every send is defensible

Common questions
There is no single number that applies to every account. Limits depend on verification, number age, and quality.
Meta's green, yellow, or red score for your number. Red restricts or pauses business-initiated sending.
Verify the business, age the number, and keep quality green by sending to opted-in, engaged contacts.
A burst to cold or unopted contacts can. The same volume to warm, opted-in contacts is normal operation.
Slowly: start with service messages and replies, then grow business-initiated volume over weeks as quality stays green.
